感謝powmien大大的回答，
我有問過microchip的工程師他說要把configuration bits裡的Oscillator要設為HS才可以，我有試過的確是要設為HS才可以執行debug，program target device是確保你debug的是你修改的程式，如果沒有執行program target device的畫執行的是舊程式。

build all 完後要program target device 才能run
不然mcu 裡面的program memory 跟pc 上面的debug mode會有不同。

各位大大
不知各位有沒有遇到這種問題，就是Build All 完後要執行RUN時出現下列訊息，反正就是沒辦法進入Debug mode啦，不知要如何解決。 ICD0083: Debug: Unable to enter debug mode. Please double click this message for more information. ICDWarn0015: Program memory has changed since last program operation? Continue with Debug operation? Running Target ICD0083: Debug: Unable to enter debug mode. Please double click this message for more information. ICD0069: Debug: Unable to run target MPLAB ICD 2 Ready
