量一下 PIC 的 Vdd 電壓是否約在 5V ，如果 Vdd 有 5V 的話，那ICD2 有可能已損壞，那就送修吧!

Target Board 有給電嗎? PIC 燒錄時要給電的。

到 Programer --> 選 ICD2 --> Setting 下的 Status 下看一下測試的結果哪一項沒有 Pass，把這些測試結果貼上來再坐下一步的處理方式。
